The government of the neutral ocean planet Nervan 5 has to negotiate with representatives of all three major powers of the Alpha Quadrant to negotiate the mining rights of their deep-hidden dilithium deposits and thus with which of the three powers they wish to enter into business relations in the future.
The Federation sends Captain Daniel Crane, commander of the USS Melbourne, as their representative.
