Summoning a spirit is hard. Not everyone is blessed with the ability, and even some mjuzis have a difficult time doing it, if they haven't trained for it.
Summoning an "evil" spirit, it's dangerous.
When Ushari brought Scar back, he didn't bring only "Scar" but all the anger left after his death. And without a staff, the spirit was uncontrollable and needed a medium to live in. Scar, pretty much, poisoned Ushari's mind and body.
So in my verse, Scar used Ushari to communicate with the Outlanders. If he needed to be present, he would leave Ushari's body in a very painful way and then come back to regain energy. That's why also Ushari mostly never left the volcano. And Scar could also puppeteer Ushari's body, but that was a very last option, and only when the victim was not fully cooperating. That was done in the final battle, when Ushari bit Kion. At that moment he was a little unsure of the plan, but his anger and resentment won inside the snake's mind and he let Scar perform the bite.
The second attack, though, was all on Ushari.
