This is something that bothered a lot about the final battle against The Outlanders: that animals like the vultures did so much damage against The Pridelands, same as the jackals, both these groups very much adults if you don't consider Dogo... and nothing happened to them. Kion only put ANOTHER CHILD in charge of a still very much dangerous territory and called it a day. Simba also very much didn't do anything about this, he forgot that he was supposed to be AT THE OUTLANDS and not just letting everyting be done by his teenage son.
That is the injustice Vishahari is enraged about. Not so much that Kion killed Ushari, but that, at the end of everything... was the lesson even learned? Did something really changed or they just went back to what it used to be?
